I hope he makes his feelings strongly known and has some serious input on this. He's devoted to the troops and veterans, and fought like hell to get the funding for MWRAPS when he was in the Senate.
Not discounting Obama, but this is a particular issue that's of utmost importance to Biden.

It appears they are cutting two things:
the hiring of civilians to do things like cut grass, paint rocks and clean offices
and
hours of operation of Morale, Welfare and Recreation activities.
The first one's easy to cover. Back in the Good Old Days the sergeant major picked up his phone, called your section and told you to send two privates to battalion headquarters because the grass needed mowed. They've gotten away from that in recent years and we can go back to it.
The second one I'm a little uneasy about because MWR has one sure-fire way of raising money: directing troops into activities that involve heavy drinking.
