(IPS) - Corruption in Honduras has taken root at every level of the state, which is helpless to combat it because of the lack of credibility of most of its institutions, the erosion of social capital and the public perception that the problem is here to stay.

1. Just wait: When the Honduran people rise up to shake off the coup regime,

then our MIIPC will take notice and say, "those poor generals and wealthy elite, being oppressed by those poor, unwashed masses; we ought to do something to help them", and they'll start yet another anti-democracy campaign.
