What’s to be done about California’s budget woes? Well, Gov. Arnold Schwarzenegger is cutting way back on spending on such superfluous concerns as “health, welfare, transport and the environment,” according to the BBC. But really, this’ll hurt him more than it’ll hurt ... oh, never mind. —KA

BBC:

Mr Schwarzenegger acknowledged that the cuts would be painful, but said there was no conceivable way to avoid them.

California’s economy has been hit by the global downturn. Unemployment is the third highest in the US and the state’s tax revenue has plummeted.

... “These are the hardest decisions, the hardest decisions a governor must make. Yet there’s simply no conceivable way to avoid more cuts and more pain,” (Schwarzenegger) added.

2. Arnold doesn't pass budgets
the Democratic legislature does. And they don't seem very capable of figuring out a budget. Ot tax reform.

4. How can they?
The anti tax cranks have passed a bunch of props that make it impossible for the legislature to pass a budget. They need a super majority to pass badly needed tax reforms. And we see from the US senate what good a super majority does. Basically when Arnuld got into office because of blaming Davis for the last economic crisis HIS OWN economic team told him to pass tax reform so the state could pass budgets and had a sound tax base. Instead Arnold used his popularity to pass bonds that delayed the budget pains for the future. The future is now. So yes Arnold was well aware of what's wrong with California and did nothing to try to fix it. So screw him he's been a terrible Governor.

6. I moved to California in 1976 about 5 years after high school
From the summer before my freshman and every summer after I took extra courses. I knew that I couldn't afford college; so, the only education I was going to get was from high school and I was determined to get as much as I could; I also wasted no time in study halls. When I decided to move to California, I had some notion that I would be able to get a nearly free college education as a resident of that state.
California had just passed Pop 13. I had no opinion about the merits of the proposition. However, I was amazed to learn that one of the ramifications of prop 13 was to limit the opportunities for summer school courses. To meet the budget, high schools in San Diego allowed students to only retake failed courses and maybe driver's education. I seemed to remember heavy fees but that could be just poor memory.

3. What is he supposed to do?
I'm not a Californian, but just what kind of budget is the governor supposed to propose if there is insufficient revenue to pay for all the government programs?

Just wondering what the alternative is?

5. The same situation will be coming up in many states. Govenors
are being forced to make painful cuts. If you do not
have money coming into State coffers, you cannot pay
the bills. Therefore you cut services.

Remember the Unemployment rate is at least 17% counting
the people who have used up unemployment insurance
and still have not found jobs. These millions are
not paying taxes. Salaries have dropped. This means
the individuals are not paying the same amount of taxes
they once did. The beginning of a Banana Republic.
