There are better ways to hold HC costs down than the Cadillac tax.
Get rid of the HC industry's anti-trust exemption and introduce true competition among companies.

De-couple employment from HC so people don't have HC dictated by their employers.

Provide a public option - such as buying into Medicare.

This shifts the direct burden of expanding coverage off of high-income earners onto middle-class people with good health coverage plans - people like union workers and county employees. Cost theoretical cost containment side is secondary to the tax policy effects.

In effect, the Caddy tax is a shameless tax cut for the rich. Whoever's pushing and supporting this is going to pay serious political capital. That means the White House and certain key Senators. Democrats who f-ck with unions and gov't workers don't survive. Period. They are essential to the base.
