It's a fast cash crop, it grows like, well, a weed -- and one must assume the Caribbean has the proper climate for it.

Not to mention Hemp being used for fabric, paper etc. Is it illegal in Haiti because they should already be growing it for themselves.

In part because of what Haiti used to export to the US, charcoal.
Haiti stripped its countryside of virtually all of its trees to feed the charcoal demand here in the US. All those charcoal briquettes that your parents burned up in the back yard when your were a kid, they came from Haiti.
As a result the Haitian soil has eroded into the ocean, taking precious nutrients with it, leaving behind a soil that is only fit for growing weeds and sliding down hillsides during hurricanes.

We have better machines, and better technology.
Also, people always complain about jobs being outsourced, so why should this be any different. If you are for jobs in America, you should be for weed being grown in America (I would be). Plus, I'm sure drug lords would control production in Haiti if it was profitable.
