(I did not remember that Carter gave a written report in 1981.)




Addendum:

Interesting, after looking at the language ("Necessary and expedient"), it would look like this would be an ideal time to use the bully pulpit to advance what he repeatedly labeled as a necessary pre-requisite - - the public plan.

And the idea of delaying such a report, so that a symbolic "W" could be celebrated, as the White House has been rumored to be considering, seems alien to the constitutional language.

20. In other words, no.
Doesn't have to be oral. Doesn't have to be annual or in the winter. Doesn't have to be all inclusive or self-promoting. Doesn't have to include the actual recommending of measures, either literally and precisely or more vaguely.
