Trying to help these refugees in-place in Haiti seems to be a hopeless task. It seems to me that it would be much better and easier to evacuate them to places that actually have infrastructure: Miami, Havana, the Dominican Republic, Caracas and New York City area - having to deal with them in a place with no infrastructure just seems hopeless - when they bring a planeload of supplies in, they should be flying a planeload of survivors out.
The best thing that could be done would be to start evacuating refugees from Port au Prince to Guantanamo, Havana, Caracas, the Dominican Republic, Miami and New York and evacuate the city as was basically done with New Orleans until the engineers and disaster recovery folks can un-rubble the place, bury the bodies and restore (or in many cases ESTABLISH) basic services (water, electricity, telephone, sewer, hospitals, police, and fire) so that people can safely return.
Longer term the country needs electrification with free electricity, water and sewer services for its citizens, paved roads brought up to U.S. standards and most of the structures in Port au Prince need to be razed for safety reasons and re-built to a much higher structural code that meets the earthquake standards in California and the hurricane standards in Florida.
Electrification is the first step in stopping the terrible deforestation that has been going on for decades in Haiti for cooking fuel. The next step would be to replant some fast growing trees like hybridized lob lolly pines (which could then be grown commercially and harvested for paper pulp) or some other type of tree that would grow quickly and put down roots to stop all the devastating mud slides they get there in heavy rains and tropical storms/hurricanes.

They need a shot of new Deal and then a whole lotta protectionist tarrifs and a re-establishment of their rice and sugar cultivation. They need a shitload of keeping the CIA out.

No, the US Government should get the hell out. Haiti is a US protectorate. Nothing major happens there without the US Government and it's military and intelligence agencies being in the know and allowing it.
This disaster will be used to further enslave this nation. The corporations are already on the ground finding profit.

How about Cuba. they have such wonderful social services, surely they can afford a few billion to help desolate Haiti. How about Venezuela, President Chavez is not supporting wars all over the world, maybe he can help.
