Still standing, but medicine is in short supply. Moltrin is the only pain killer and antibiotics are just about gone. Vodka has been used to sterilize equipment. Hacksaws are used for amputations. Crutches are needed.

So when they say there is non, they are wrong.
What did I say about CNN and disaster porn?
Oh and I've used plain soap to clean equipment, technically they could boil the stuff... too third world to most of our first world trained personnel, but water is in short supply... so I guess some of the water made by the water purification units will go to THAT.
Boil it after washing in soap for oh half an hour... if you can afford an hour. You really do not want to know what things we used to boil until we got like the resources to stop doing that.
Hacksaws are used for amputations by the way... have you ever seen ortho equipment? Why we lovingly call our orthopedic surgeons carpenters... and at times surgical saws... which are nothing more than free saws. So defaulting to a saw, I can see it.
And you are putting the cart ahead of the horse, they will have a hell of a problem with amputees. To give you an idea of long term. Mexico City was FAR SMALLER in scope. The amputee program that that the Red Cross ran, and it included basic things like crutches. ran for ten years post quake.
Look I'd hate to have an amputation with Chatechomine drugs (they dissociate my mind from my body) or worst none, but this is not a movie. I am betting when the big one hits LA you will see this too... this, once again, was a nuke hitting a city. Yes, this is the kind of incident.
