1. Civil Rights ACT of 1964 in congress was met by heavy opposition from.....wait for it...Southern Democrats who tried to kill it with Filibusters.
2. THe grand daddy Strom Thurmond (while still a Democrat) holds the record for a single person filibuster, 24 hours 18min, to stop the Civil Rights act of 1957
So lets review; While both parties have used filibusters some of the latest blockage tactics to stop "social" legislation have come from, Democrats as they tried to stop.....Civil rights legislation. No wonder this party is dragging around so much white guilt.

If the filibuster remains intact and both parties abuse it as an everyday political tool the way Republicans are abusing it now, it is possible that the U.S. Congress will never be able to pass another piece of meaningful legislation. They might as well go home.
