That little shitstain was petrified at the prospect of losing his committee chair. If Reid had brought the hammer down on him and told him he'd better break his back towing the party line, he would have become the über-Democrat. But the precedent got set very early: have power, will not use it. Walk softly and forget you have a big stick.
