Now this needs to be enforced... and for that... well there is this De Facto situation where we are not enforcing this. Instead we are encouraging it. Our governments are...
There is a way to avoid this... and it goes beyond just the local government...
Haiti specific... they need to be kicked out, arrested what have you, but they need the actual forces. And the Haitian government has turned a blind eye to security privateers for years for the upper crust. So you expect the Haitian government to do that?
