5. if you had seen it, the repukes looked like asses. really.
most people who are familiar with the bail out recognize that there was an immediate need but the resulting TARP was not so great and the actions of the parties after the fact was a big f-u to Americans.

so, he was announcing the bank fee, but he was thanking the American people for bailing out the bankers' asses.

I'd say that's pretty effective.

7. i sure hope some of this is going to be used in some campaigns,
