2. one of the responses to the anti-earmark clomplaints

has been to hide the earmarks. For example, the senate health reform bill provides

$100 million for “a health care facility that provides research, inpatient tertiary care, or outpatient clinical services.” It must be affiliated with an academic health center at a public research university in the United States “that contains a State’s sole public academic medical and dental school.”

Before, they would have said "$100 million for a hospital in Connecticut". Now we have to put together that Connecticut is one of the few places that these requirements describe, and Dodd has asked for $100 million dollars for hospital construction & renovation, so it's probably for Dodd. Dodd leaves his name out, but has to hope that the administration doesn't find another state that meets the requirements and give the money to them (I'm sure they've already been informed of who the money goes to).
