Solution to SCOTUS Ruling
Easy! Assess a small surtax on each Federal Tax return and use the money from the surtax to have public-financed election. The revenues from the Surtax can only be used for the public-financed elections and Congress cannot use the money for any other program except for public-financed elections.

Make a rule that no group can run ads in the election unless it is from the campaign using public-funded election. People and corporations are not allowed to donate money to candiates. The only money that can be used in the election is money from the surtax. And then may the best candidate win.

Maybe, in a parallel universe, somebody is actually doing this.
