Many criticisms of Obama are prefaced with such terms.
I have my own views as to why this is.

maybe that he's articulate, charismatic and well-spoken -- especially when compared to his predecessor. The contrast is so stark, that people are compelled to comment.
:shrug:
I'm sorry, but I just refuse to see racism in comments on how (obviously) articulate the president is.

Also, context matters. Biden clearly intended no harm. When repubicans do it, they're far more suspect as to motives.
