Transparency? Did the Bush administration give a shit about transparency in relation to 9/11, Afghanistan, Iraq, torture, energy policy, etc. No they did not. They did not believe the public had a right to know what the government was doing. They exploited the secrecy by keeping the public in a perpetual state of fear.
