Why does the Dept. of Education need 27 sawed-off shotguns?

Here is a procurement request for 27 14" barrel shotguns. These are "law enforcement only" or Class 3 weapons. Shotguns intended for defensive use have barrels as short as 18 inches (46 cm) for private use (the minimum shotgun barrel length allowed by law in the United States without special permits; most manufactures use a minimum length of 18.5 inches, to give leeway in the case of a measuring dispute).

WTF?
