Does an incomplete census hurt the process?
For example, if I only answered the first question, would there be a problem?

1. What is the first question?
I can tell you this: If you only answer the first question, someone will knock on your door and ask the others. Trust me. It will happen. They're taking the census seriously this year, and will follow up on incomplete forms.

that way they can apply the 3/5th rule for representation.

It means that someone will show up and that one person may know more about you then you want.

If you answer it completely
It means that the next time someone sees the answers you will be 72 years older.
