David Axelrod is responsible for crafting the master narrative that can most minimize Democratic losses this fall. His plan, as it is currently formulated, depends on Democrats getting off playing defense on process, and mounting a full scale attack on health policy if a bill is passed. Karen posted the PowerPoint (below) yesterday. Here is that PowerPoint in action:

If the Republican Party wants to go out and say to that child who now has insurance or say to that small business that will get tax credits this year if he signs the bill to help their employees get -- get health care, if they want to say to them, you know what, we're actually going to take that away from you and we don't think that's such a good idea, I say let's have that fight, make my day. I'm ready to have that and every Member of Congress ought to be willing to have that debate as well.

2. so excluding on the basis of pre-existing conditions is still allowed for adults?
I just noticed that in this image. Is that the case?

5. going to kick again. I have searched DU and can't seem to find the answer?
I only see info about pre-existing condition regulation for children? And I found a reference to pre-existing restrictions not kicking in for 4 years? But nothing about whether that is the part for children?

6. so if you can can you explain please?
Does it outright outlaw pre-existing exclusions for adults after 4 years then? I found some reference that may be that but I can't find an OP that makes it clear. Thanks

THE PRESIDENT’S PROPOSAL February 22, 2010
The President’s Proposal puts American families and small business owners in control of their own health care.




Extend Consumer Protections against Health Insurer Practices. The Senate bill includes a “grandfather” policy that allows people who like their current coverage, to keep it. The President’s Proposal adds certain important consumer protections to these “grandfathered” plans. Within months of legislation being enacted, it requires plans to cover adult dependents up to age 26, prohibits rescissions, mandates that plans have a stronger appeals process, and requires State insurance authorities to conduct annual rate review, backed up by the oversight of the HHS Secretary. When the exchanges begin in 2014, the President’s Proposal adds new protections that prohibit all annual and lifetime limits, ban pre-existing condition exclusions, and prohibit discrimination in favor of highly compensated individuals. Beginning in 2018, the President’s Proposal requires “grandfathered” plans to cover proven preventive services with no cost sharing.

7. Exactly.
There is no way the GOP would be stupid enough to try to run on repealing health-care. America is thoroughly tired of the subject for one thing. "Elect me. I'll start the health care fighting up again and keep it going another two years."

Let them try it. This should be good.
