The moves by Duncan backed up by 3B dollars have certainly made a lot of states dance the administration's tune. They desperately need the money at any point, but especially in these trying times.
These moves concerning education make the 'government takeover' of healthcare look paltry. Here is a real socialistic move.
They don't peep because they LOVE it. Charter schools and that philosophy are a core principle of the rightwing. In one fell swoop, a Democratic administration is doing what they RW dreams of. They are going to break the unions and put the schools under a method the RW supports. They won't peep for fear of drawing attention to their backing.
It will take a while for this system to morph into the administration would like. However, before that ever happens, the Rethugs will be back in charge somewhere along the way. Politics is cyclical, and that is a fact.
Once the Goopers or Teapers are in control, they will turn the system partly in place into their real idea which has been so helpfully started. It all will end up being an effing mess with nobody having a clue and the RW pushing ahead as hard as they can.
Charter schools are nonprofit you say. Hahahahahahahahahahahahaha! It is in the plan. Hahahahahahahahaha! They will be when they are taken over by the educational version of Pisswater.
'Where are we going and why am we in this handbasket?' will be the question asked across the land.

is happening to 'them' not 'us'.
Our school district is geographically large and encompasses wealthy and poor areas of the city. The parents in the affluent areas have no clue what it is like in the less affluent areas where the kids are basically raising themselves. I have worked in many ethnic and socioeconomic areas and all areas have different needs, but the current course of action will totally gut public education and hit the poorer schools the hardest.
