Question about the "deem and pass" method.
If they use this approach, doesn't Congress have to take an actual vote on this? I mean, don't they have to hold a vote on whether to deem the bill passed when the reconciliation bill passes the Senate? If that's the case, then they are essentially voting for the Senate bill with the fixes. And all this talk from the right about "passing the bill without a vote" is BS.

DEMON PASS because it's so politically stupid of the Dems to try to pretend they passed the bill without voting for it!

3. Yes, they must pass a rule about how the reconciliation bill will be treated.
Edited on Tue Mar-16-10 07:47 PM by Bolo Boffin
Part of that rule is that the House deems the Senate bill to be law. When the reconciliation bill itself comes up before the House, a vote for the reconciliation bill is then also considered a vote on the Senate health care bill.

Then Obama signs the Senate bill, and the Senate can then take up the reconciliation bill on a simple majority vote, and send it to Obama for his signature.

ETA: So, yes, two votes. One for the rule and one for the reconciliation bill.

And remind your Republican friends that a comprehensive bill already passed the House once.

5. By jove, I think you've got it! :-)
That's exactly right.

I just wish pundits would enunciate when they talk about it... "deem and pass" keeps coming out sounding like "Demon Pass." LOL

Just wait 'til the teabaggers pick up on this... ;-)
