Why do I keep hearing That Tx. buys the most school books?

Why do I keep hearing That Tx. buys the most school books?
I know it's a big state, I used to live there. But there are vast parts of Tx. where the only living things are lants & animals and you'd be hard pressed to find a human for several hundred miles! I also doubt Tx. buys NEW books for every class every year! I also heard Calif. typically comes close to the # of books bought, but because their economy is so bad, they aren't buying any until 2014. I find it very hard to believe that Tx. buys more books than NY, Ill, and many other highly populated states.

1. Texas makes textbook decisions at the state level
whereas most other states do it at the local school district level. That makes Texas the largest single market for textbooks, and gives it a lot of influence with textbook publishers.

California would buy more textbooks, but as you stated California is not buying books for a few years now, leaving Texas in the #1 spot for purchases. And Texas purchases books on the state level, I know that in Minnesota and other states, it's a district-by-district decision.

4. It's true -- in the sense that Texas requires all school districts to use the same books.

Most states don't do this, and no other large state does. So, as a state, they buy more than anyone else.
