Who draws up these districts?

Who draws up these districts?

The district I'm in (FL-3) runs from the southern Jacksonville suburbs, down thru Ormond Beach/Daytona Beach and into the northern Orlando suburbs.

How in the hell does covering such a wide swath remotely make sense?

1. Jerry Mander draws them.
That one isn't as bad as others. One in the South, I can't remember which state, the district follows an interstate corridor to connect two towns.

But the 11th is a wonder to behold. The Repugs redrew it to suck up a few Democratic towns figuring it wouldn't change the outcome in a very Republican area. Look who represents the district now.

9. I know we do have
a good time in CA but the squid and sand crabs haven't quite mastered the touch sreen voting machines just yet.

(Though I do think they would all vote Democratic)

6. The districts are as equal in population as they can be. And the Voting rights act requires that

minority voters have proportional representation in the districts, the courts have ruled that means if a state has 20% of a protected group that group should have 20% of the districts with a majority. Now if that 20% all lived in five or four adjacent parishes it would make a nice map but they choose to live in different parts of states.

When Louisiana had 7 districts and needed 2 minority/majority districts we had this as the 4th congressional district.
