No politician will tell the Speaker they will vote a certain way and then change their vote when the time to vote arrives. It would doom any chance they ever had of rising into any leadership positions.

confident we had the votes then she hedged. It was strange.

we are going to pass this bill. Hoyer can not say he has it in hand at this moment.
