This is nothing more than a delaying tactic - all the Rethugs are getting in a big line behind the mic to ask the speaker for unanimous consent to revise and extend their remarks to express opposition to the bill. It's your basic "We're being obnoxious because we can" tactic.

8. It means the Republicans have lost again
You're watching a basketball game and one team is fouling the other over and over again, hoping that the shooter will miss one or both free throws, and they can come back down and get a 3-pointer. They miss, of course, and have to foul again. It's the last minute, and a 5-point game suddenly becomes a 10- or 15-point game. This is the House of Representatives equivalent.
