2. Executive orders are not law. They can be rescinded by any Pres. But since the
EO simply restates, clarifies what's already in bill, which will be law if passed and signed, the matter is moot.

3. they aren't; they are just the executive's announcement about how they
will interpret the law; once so interpreted, anyone aggrieved could challenge in the courts.
