Is it 10pm, or what exactly? I thought it was supposed to be 8pm but it is still debate.

it is supposed to be somewhere around 8:30 Central time. 9:30 EDT, 7:30 MDT AND 6:30 PDT. Just fyi. But with the Congress, who really knows?

I think the CONS are trying to delay it. I heard them discussing it on msnbc and they said don't be surprised if they don't vote until 12:00 am

There's a time limit on the debate, but the Republicans have been pulling every stall tactic out of the air they can, up to and including just shouting over people and causing a delay while the House is brought to order again.
Ya should have seen it this morning when all the "points of order" were streaming one right after the other. I was genuinely expecting one of them to ask for a parliamentary clarification on the meaning of "is" without even a hint of irony.
