1. Abortion...
They want to be seen as trying to re-work the abortion component. They want to say they are against the bill, but if it has to pass, they want to be instrumental in stripping Abortion funding from it.

In a nutshell - they're just proving that not only are they assholes.. but that they're GIANT assholes.
