If the DLC passed civil rights reform |

People would be required to buy lunch at the counter, but there'd be no guarantee they'd actually get to sit at the counter. We'd presume that free market forces would bring that. We'd set up a commission to ensure that the hungry weren't charged more than 3 times what everyone else was. And if you couldn't afford to buy the lunch, we'd help you with part of the cost. Of course, we weren't sure that you'd still get to sit at the counter. We would set up, however, facilities you could go which would help you figure out just how hungry you were. And if you actually got a meal, and it was too good, we'd tax your meal extra. And Mississippi would get 10 years to phase in the lunch counters because it would be too disruptive to their system.

You would just have to purchase a Civil Rights plan from a qualified private, for-profit Civil Rights dealer, but of course, the poorest people would be helped with at least 60% of the costs.
If you choose not to follow the mandate, then you would be locked indefinitely, without trial, in prison as a rightless sonuvabitch
