Because there were polls a little while back in Nevada showing his support increased significantly if he were to put through a public option.

back to the House to be re-approved. He is probably going to maybe add it in the future, but not to this bill. I heard on MSNBC that they can't change one word of anything in the bill or an amendment or it has to be voted on again, and the democrats won't do that.
