Ex-ADPS narcotics officer sentenced to supervised probation on cocaine charge

CARRIZOZO--A former Alamogordo narcotics agent was sentenced Friday to three years of supervised probation for attempted trafficking of cocaine after he was found to have 1.3 pounds of the substance in his Alamogordo Department of Public Safety unit on March 21, 2009.
Richard Ramsdale was sentenced in Lincoln County's 12th Judicial District Court in Carrizozo before Judge Karen L. Parsons. Ramsdale's case was transferred to Lincoln County because he had worked with Otero County while he was a law enforcement officer with the Otero County Sheriff's Department.
Ramsdale is also subject to random drug testing and warrantless searches as part of his conditions of probation.

At the time of his arrest, Ramsdale was working as a narcotics agent with ADPS on March 21, 2009. Agents were conducting a surveillance investigation on an unrelated case at the time. One agent noticed Ramsdale's erratic behavior. Agents felt something was wrong with his behavior and transported him to a local hospital out of concern for his health.
At time of Ramsdale's arrest, ADPS director Sam Trujillo said a drug test at the hospital indicated the presence of cocaine.
"He was arrested by state police after being released from the hospital," Trujillo said at the time. "There was no indication (of drug use) prior to Ramsdale's behavior."
Ramsdale said he had a 15-gram-per-day cocaine habit at the time of his arrest.
