1. Harkin said that he will vote "no" on every amendment, even though there might be
some he would otherwise vote "yes" on.

2. Is this a strategic move (everyone votes "no" on all amendments)
so the bill can go straight to the President to sign, instead of going back to the House before it can be signed?

3. yes... unless something is found by repukes that makes it go back to the house for a vote
but that would seem a bit unlikely but not out of the question
