It was Sen Al Franken who got up in the administration's grill after what's his name won up in MA and had sharp words for the WH about their lack of leadership.
Al spoke, the WH listened, Obama got his game on and the rest is history.

They needed it to drag out until this year, closer to the election. It's political theater designed to embarrass the Republicans and make the Dems look like heroes. That's why Obama hung back.
I know people don't like to hear this, but he's a master political strategist.
