Mr. Perriello is a private citizen. Mr. Troxel, recklessly and in disregard of various potential consequences which any reasonable person might foresee, posted Mr. Perriello's address on the Lynchburg Tea Party website, encouraging extremists to “drop by” -- with the result that Mr. Perriello's propane line was deliberately severed, creating a hazardous and worrisome condition and interfering with Mr. Perriello's right to enjoy his residence in peaceful quiet
