The recording I heard (most likely the worst one they could come up with) wasn't threatening. He called her a racist (she is), used foul language, and said he wished she had broken her back when she got hit by a car a while back. He didn't say "you better look over your shoulder because everyone here hates you." He didn't threaten her physically, didn't threaten her children or family. There is a difference.
