2. IMHO Congress' response should be funding just one more month at a time |

The best way to make funding totally uncertain (thus motivating Iraq to get it's act together) and also spending the minimum amount (if the war is funded for 6 more months it's guaranteed that the profiteers will make it last that long).
Turn war funding it into a debate that won't go away until the troops are back home. Show how every funding of the continued deployment in Iraq diverts money from domestic priorities of the citizenry. It's not about making Congress look productive...it's about letting the American people see Congress get the ONE thing done that a super majority of the people want to have done.

In my division, all official travel has been suspended pending this SNAFU. We are going to start ending contracts real soon here.
