1. It's a good system but the paperwork is one of the reasons why some people choose not to use it. If
they don't have someone managing things for them, they don't have time to deal with the paperwork and campaigning. (And you can get into big trouble if you screw things up on those papers and with the funds themselves.)

That said, when the system is right for a candidate I think it's fabulous. Wish all of our campaigns were run on public monies. Imagine politicians working instead of fundraising.
