If the Russian government learned anything from Bush, here is what they will do:

1. Exploit the terrorist attack as a prompt to take some completely unrelated military measures from which they expect some sort of strategic gain for the ruling elite.
2. Use the terrorist attack to smear the opposition.
3. Make a few half assed attempts to go after those who planned the attacks, but largely ignore the root cause of the problem and leave the larger part of the terrorist network in tact (partially, to preserve the justification for their measures for possible future use).
4. Declare themselves as victorious and have a huge parade where the government portrays itsself as the uber tough terrorist killing force.

I'm guessing this is partially what is going to happen.
