provision that lets students stay on parents' plan until age 26 effective immediately, or does it become law sometime between now and 2014? Thanks!

The courts will decide.
It depends on the actuarial tables.

This provision is going into effect this year for group/employer-based health plans.
Of course, still uncertain is whether or not companies can charge more for non-students or non-dependent children and whether or not those benefits should be taxed (imputed income) particularly if the child is not a tax dependent.
