Can states still do their own single payer plans now? Or does the HCR foreclose that?

Can states still do their own single payer plans now? Or does the HCR foreclose that?
I'm hearing and reading conflicting things. Did the final bill end up with either Sanders' or Kucinich's amendments?

6. What about ERISA? I thought that blocked all states except Hawaii -- which was grandfathered.

3. They can do it before 2013. They should move it to Jan. 2011. At the latest.

7. I don't know about other states but Vermont will almost certainly
set up single payer.

5. It won't pass in California, because a Republican minority controls the house...
and Senate. Also, California is so deep in deficits right now attempting such a plan would probably be political suicide for the Democratic majority. Republicans would sell it as Democrats being fiscally irresponsible, and a majority would run like lemmings at the suggestion to vote in Republicans.
