Funding the Iraqi war for a month

One Congressional democrat I heard today said they should fund the war with supplmentals, but only once a month. He said it would deadlock Congress for as long as it takes for them to someday get the votes necessary to override Bush's veto.

Good or bad idea?

1. bush would take that for the next 19 months

I don't see much substance in it.

2. He said the drawback was it would deadlock Congress and they would get nothing done

And, Bush could still fund the war using Air Force and Navy funds.
