Need help interpreting election code--PLEASE!

Need help interpreting election code--PLEASE!
This comes from the Illinois State Board of Elections website, and I am much confused by this...

If I am understanding this correctly, the local party can (or rather needs to) meet to slate a candidate in an open race up to April 5, and the candidate then has up to April 19 to actually file the paperwork.

Is that the same read you get???



MONDAY, APRIL 5, 2010
Last day for established party managing committee (legislative and representative) to
appoint someone to fill a vacancy when no candidate was nominated at the General
Primary Election.
(10 ILCS 5/7-61, 8-17)


MONDAY, APRIL 19, 2010
Last day for appointee, by established party managing committee, to file the following
documents when no candidate was nominated at the General Primary Election. The
following documents must be filed together: (1) notice of appointment by the appropriate
committee, (2) nominating petitions, (3) statement of candidacy and (4) statement of
economic interest.
