1. Looks like they changed the icon a bit
I thought it wasn't showing for me either but it is. It's a small rightward pointing yellow arrow, just right of my google searchbox. There's a dropdown on that.

6. Does it install at all?
If you right click a link on a webpage do you get an option in the context menu to read-it-later?

Also check Tools>Addons under the extensions tab do you see readitlater?

*I'm using 7 ultimate and haven't had any problems with that extension. Which version of read it later are you trying to install?

7. read it later
I installed the version which Firefox offered, but it refuses to work. Sounds like Sara Palin's brain.

9. Hmmm
Is this a new installation of Win7? Is this the only add-on which doesn't work? Does it show in the add-on list at all or is it grayed out?

I'm not sure I can help because I just remembered that I had a lot of problems getting my extensions to work in win7 after importing them from MozBackup. I added the nightly Tester Tools addon https://addons.mozilla.org/en-US/firefox/addon/6543 so I could use its over-ride compatibility button on my addons as an easy way to get them up and running. They all work fine.

You might read through the ReaditLater help http://www.ideashower.com/support/read-it-later/cant-find-read-it-later-button/ but for this to be useful. you would have to at least be seeing RIL in your addon list.
