Without one of these cards how does one prove that they didn't come in from another country?

Sounds like a Catch-22. If you get pulled over and possess a Tamper-Proof National ID Card you are identified as an alien. But if you don't have the card you are a suspected alien not in possession your their Tamper-Proof National ID Card. Have to prove a negative.

Can't win. It has to be for everyone or it is useless.
