1.What documentation are citizens required to carry?
A certificate of live birth showing you were born in the US. (If you're a legal resident or a naturalized citizen born outside the US, then you're SOL).
2.What constitutes "probable cause" or "reasonable suspicion"?
A heavy tan.

How do other states verify 16 year olds are old enough to drive?

that can be mistaken for Hispanic. Native Americans comes to mind. This is going to get heavy traffic in the courts.

13. Both sides of my family are white as white can be, but I get mistaken for a Hispanic |
|
all the time! Even by other Hispanics. I also get Greek, Italian, and Arab by white people frequently. Now they are asking us to trust authorities to decide? And even if Authorities had some amazing talent for sniffing out blood lines, how would it make this right? How many Americans, who are Hispanic, are gonna be inconvenienced, at best?
