I don't know what you mean by "open" but if you mean open-open then immigration here is not open for roughly the same reason it isn't open in any other nation I know of.

7. Resources and cultural differences IMO. And unless you are thinking in terms of a world government
there will be innumerable conflicts at this stage of the development of mankind. Mankind IMO is hardwired for conflicts. Look at the conflicts between regional areas, for example, just in the US. I think there are intrinsic conflicts because of the notion of survival of the fittest. This may change over centuries.

9. The history is way back in the early 1900s and is the reason why we
have immigration laws. I seem to remember that it was the same white supremacy stuff only then it was "We Englishmen need to keep control of our culture and the only way we can do it is limit immigration by country". Now that is not to say that we do not have a big problem if everyone from an overpopulated country decides to cure the problem by coming here but I am saying that it was first about white control.
