5. It's a parliamentary thing, if I recall correctly
This leaves Reid with the option of re-introducing the question, which can be done only by someone who previously voted against it. Otherwise, they'd have to go through the entire process all over again, from promulgation of the bill, assignment to a committee, committee report and recommendation, and consideration by the full Senate.

10. To add to the above, it's the party leader's job to vote the opposite way to re-introduce the motion
Also, unless you take a course from a serious US Senate scholar that's generally not something you learn in the process of obtaining a major in political science.
