The Arkansas Election Line – a joint project of Talk Business with Roby Brock and Blake’s Think Tank with Blake Rutherford – is making its first ratings changes of the 2010 election cycle based on the recent developments within the U.S. Senate primaries.

In the Democratic Primary, we are moving the rating from “Leans Lincoln” to “Toss Up.” Two major developments have contributed to this ratings change. First, with a third candidate D.C. Morrison pulling in support of around ten percent, it is more than likely that this race will go to a run off election in June. In order to avoid this, Sen. Blanche Lincoln or LG Bill Halter would have to win by a wider margin than Morrison receives in the May primary. And if this election does in fact go to a June runoff, it is anyone’s to win but probably favors Halter.

Second, the debate performance of Halter over the weekend along with his overall campaign strategy is likely to cause the race to continue to narrow going into the primary only three weeks away. With as many as one in four voters undecided in the latest poll, an effective message this late in the race matters. If Halter continues to have as good a performance over these last three weeks as he has had this past week, it is quite possible he will catch her by May 18.

4. D.C. Morrison is a wanna be Republican. He's against such things as affirmative action, wants to
repeal the just-passed Health Care Reform, and against cap and trade. Thinks people are taxed too much and the deficit is out of control.

8. There's about 8 or 9 Repubs in the primary. He keeps claiming to have been a Democrat all his life.

2. This is better than I hoped for when I donated to Halter
I've been donating to opponents of Blue Dogs in primary races all over the place, not because I think they'd lose in the primary, but to send a message that progressive candidates can raise real cash and need to be considered by the hidebound conservatives running the party.

If some of them win, it's icing on the cake.

My pockets are far from deep, but apparently I'm not the only one who's been doing this.

10. I wish I could vote in your state, Arkansas DUers, and if I could,
I'd vote for Halter.

I hope this report of a trend to toss-up continues and puts him over the top.
