De-Authorize the War Now, No Residual Troops

I first called for de-authorization of the war in Iraq in January, and I have repeated that call all around the country -- because I believe immediate de-authorization and removing all of our troops from Iraq this year is the only way to end Bush's war.

Congress should de-authorize the war today and demand that the President begin redeploying our troops.

There would be no need to negotiate the withdrawal with the President, and he could not veto the resolution.

The time has has come for Congress to stand up to this President who refuses to recognize that his war is bleeding our military and weakening our country. He believes mere stubbornness is a foreign policy and that he can just ignore the will of the American people. In the interest of our national security, he must be stopped.

Congress has the ability to end this war under the War Powers Act ...

... he can just ignore it, which is precisely what he intends to do.

And de-authorization's irrelevant if the funding's stopped.

So is Congress going to de-authorize the war but keep voting the funds?

If it stops the funding, what's the point of de-authorizing the war?

Just stop the funding, it's much simpler. And it works.

Governor Bill Richardson Pleased Senators Clinton and Byrd Support His Proposal to De-authorize Iraq War

Governor calls on Senators to embrace full withdrawal of US troops with no residual forces


New Mexico Governor Bill Richardson today applauded Senator Hillary Clinton for agreeing that the Governor's proposal for Congress to de-authorize the Iraq War is the best chance Congress has of reversing the President's failed policy and getting US troops out of Iraq. The Governor urged Senator Clinton to also support his call for a complete withdrawal of US forces with no residual troops. Senator Clinton has previously proposed leaving thousands of US troops in Iraq for an undetermined length of time.

"As I said in my February speech to the DNC and have repeated many times since, this is the best course of action. It's the only way to avoid an endless 'Groundhog Day' cycle of legislation and veto that would not accomplish the goal of getting our troops out of Iraq," said Governor Richardson. "I welcome Senator Clinton's endorsement of my approach, and I urge Congress to embrace this course of action and show the President that his defiance of the will of the American people and a vote of Congress will not stand."

Governor Richardson also called for a resolution to be introduced immediately, not in October as proposed by Senators Byrd and Clinton.

This is turning into silly season! Any such resolution requires a two-thirds majority.

Another 2008 contender, New Mexico Gov. Bill Richardson, first broached the idea of deauthorizing the war at a speech to the Democratic National Committee in February.

In a telephone interview Friday, Richardson generally praised Clinton's bill but said it didn't go far enough. He advocated a binding resolution that would reinforce Congress's authority to start wars and end them — a strategy that could require the Supreme Court to intervene.

Start working on those 16 Republicans needed for a two-thirds majority, set a deadline, cut funding, end the war.

Opposing the surge is only a first step. We need a radical change in course in Iraq. If the President won't act, Congress will.

But Congress must act responsibly. We must resist the temptation to push for changes that sound good but produce bad results.

The best next step is to revisit the authorization Congress granted the President in 2002 to use force in Iraq. That's exactly what I'm doing.

We gave the President that power to destroy Iraq's weapons of mass destruction and, if necessary, to depose Saddam Hussein.

The WMD were not there. Saddam Hussein is no longer there. The 2002 authorization is no longer relevant to the situation in Iraq.

I am working on legislation to repeal that authorization and replace it with a much narrower mission statement for our troops in Iraq.


This is not a new idea that Hillary had come up with.
