Tiaras, Toilets In Yard Outrage Neighbors
Man Says 'Art' Is Payback For Neighbors' Complaints

PORT ORANGE, Fla. -- A man with a yard littered with everything from women's underwear, to toilets, to tiaras said his "art" is payback against his neighbors.

Robert Hodges, who goes by the name Prince Mongo and claims he is from the planet Zambodia, has been dubbed Volusia County's worst neighbor.

Hodges' house is painted neon colors and his front yard is covered in beads, boxes, piles of clothes and manmade sand dunes littered with toilets and tiaras, with clothes lines full of women's lingerie hanging above.

"This is art and expression of freedom," Hodges said.
